A variety of Washington State agencies provide grants for boating facilities, education programs, and other activities. Below is a list of some of the grants available.
Pump-out Grant Program (any recreational boat)

Granting agency: Washington State Parks and Recreation Commission, Boating Programs Office
This program funds the construction, renovation, operation, and maintenance of pumpout and dump stations for use by recreational boaters. The program reimburses grant recipients for up to 75 percent of the cost of installing such stations. The funds are made available to public and private sector facilities.
Boating Facilities Grant Program (small power boats, 26 feet and smaller)

This biennial state program funds acquisition, development, and renovation of boating facilities including launching ramps, guest moorage, and support facilities on both freshwater and saltwater. Boating Infrastructure Grant Program (large power boats, 26 feet and larger)

Land and Water Conservation Fund (any recreational boat)

Aquatic Lands Enhancement Account

This program provides grants for the purchase, improvement, or protection of aquatic lands for public purposes, and for providing and improving access to such lands. Priorities of this program include re-establishing naturally self-sustaining functions related to aquatic lands; providing or restoring public access to the water; and increasing public awareness of aquatic lands. Washington Wildlife and Recreation Program (any recreational boat)
